"Cut the flank steak against the grain into ½-inch-thick slices, each strip cut crosswise into thirds.",
"In a medium bowl, combine 1 tablespoon of the rice wine, the soy sauce, 2 teaspoons of the cornstarch, and the sugar and whisk to blend. Add the beef, stir to coat, and let rest at room temperature for 15 to 30 minutes. Meanwhile, in a small bowl, combine the remaining 1 tablespoon rice wine, remaining ½ teaspoon cornstarch, the chicken broth, rice vinegar, and sesame oil and stir to blend. Add the ketchup, 1 teaspoon salt, and 1 teaspoon pepper; mix until well blended; and set aside. In another small bowl, combine the ginger, garlic, scallion whites, and 2 teaspoons of the neutral oil; stir to mix; and set aside.",
